I've never used local notebooks with Evernote.
But, why would anyone want to put private personal info into Evernote anyway -- local, or in any other manner?
I don't have this -- but the Pro version touts that it includes "Manual all lists backup (OPML format)" and "Dropbox integration" -- though there's a big difference between backup and usefulness.

According to news at Apple Insider and elsewhere, Apple's Notes app will support importing .enex files exported from Evernote. This in the upcoming 10.11.4 release of OS X, reportedly.

Yes, when I typed "Mind 7" I meant "XMind 7 Pro" -- it does have an outline pane but that pane is not for entering new topics -- it is limited to changing topic names and folding.
