Scrivener qualifies, right? Plus it has a Windows version too.
I've used the ios and Windows apps - both are excellent - but not Mac.

I'm currently toying with each column being one week, and projects as rows. In each cell I insert (Insert key) the tasks for that project for that week....

Wouter keeps updating TreeSheets. The Windows download at http://strlen.com/treesheets/ is "Version Mar 26 2017" according to the Help/About menu. You can see the updates history at github.

dynalist is excellent. I've found it can't handle thousands of items easily, like workflowy does. Nonetheless dynalist has some great features.

Excel is not an outliner but has the best filtering by far. I've searched every corner of the internet for an Excel extension that does decent outlining but alas, there is none.
That's unfortunate but unsurprising. Instaper was one of the best services. I'm sure they'll be gutted or drained or just plain shut down, it's just a matter of time.
