I expect that substituting java for "C:\Program Files\Java\jre6\bin\java.exe" (or whatever your path to java.exe is) should do the trick, but it's only a workaround.

One more suggestion: open a DOS window, go to C:\Program Files\Freeplane and run freeplane.bat
Ideally, before doing the above, edit the first line of the .bat file to "echo on" (without the quotes)...
