I use OneNote quite a bit and have never had that problem.
Since OneNote leverages Windows Search, is it possible you have some setting/configuration there that's causing your problem?

I don't know about should, but glad you figured it out. I've always opened those files in a text editor so didn't realize the URL wasn't visible with view source.

BTW, if you enable mht with Chrome, you lose the ability to save as Web page complete, which isn't a loss for me.

My method now is to save to .mht with Chrome, which now supports .mht if you enable it (http://www.tagspaces.org/mhtml-saving-chrome/) Chrome can view .mht files as well now.

You can import text files, image files, html files, Word/rtf docs, CSV files or you can specify your own delimiter on import. You can also import bookmarks.

Since an XML document can be structured in any way, the DTD defines what elements to expect in the document for it to be valid. It's asking if there's a reference to an external file defining that.
