It almost doesn't count... that's like emulating Windows 3.1 ;) The only outliner you can run in those emulators is the old, but still feature rich, MORE.

There's no Mac emulator, but if you're willing to hunt around on the seedier side of the internet, through hacks you can install OS X on generic PCs:

Oops, that's wrong... I forgot you can't turn off context parents in notepad views in Ecco. You can however simulate an index in Ecco using the Phonebook. Not the same thing though.

The main program I had in mind there was OmniOutliner Pro and its "sections" pane. One especially nice feature of its implementation is that you control how deep the list of major headings to display...
I'm sure if they go multi-user, they'll do it right. No reason to suspect that they're any less competent a developer than you are.
