Tried Mind Outliner but didn't like that I couldn't hit the tab key to demote an item.
Another thought occurred to me. I have never really liked the outliner in Word but I haven't tried it in years. ...
Evernote will let you save a text selection from the web and will include date, time and url I believe. Not easy to import into an outliner later though.
