What about something from the tiddlywiki ecosystem. There are tiddlywiki versions to mimic the look and feel of many popular note taking applications like roam. Lots of plugins to add functions. Runs locally in a browser on a thumbdrive.

I do not sue it but here are some names that I have come across.
