Also, Mindomo has native apps for Windows, Android, and iPhone/iPad (and OSX?), and they all sync to the web version.  I posted about it recently here: http://www.outlinersoftware.com/topics/viewt/4069/0/mindomo

I have been using it very heavily for a few weeks now and have no complaints.  In particular, sync is very reliable.  I really love being able to open and work on my outlines on the Android tablet while on the train or at the beach, and then open the same outline on my Windows machine.  Although it is styled as a mindmap rather than an outliner, I use it mostly as an dual-pane outliner.  The outline (map) is the main pane and I keep the notes window open so every time I select an item I see the notes associated with the item.  Unlike what I think of as a true mindmap, it only really allows each node to have one parent.  You can force it to use an explorer-tree layout, which makes it even more like an outliner.  To my surprise, however, I am finding that I use a wheel/spoke style layout more often as it allows me to see more branches at once.
