updating PCO into the Windows environment so that it works as well as the original, plus fonts, OLE etc. seems just beyond our grasp. Why?

My guess is that it’s not just a technical issue, but an economic one. Outliners really don’t sell all that well. And writing a production-quality application for Windows or Macintosh takes a fair amount of time.
