I asked the developer of iA Writer… let’s see.
But Notebooks does exactly what I was looking for!

Notebooks is one of those hidden gems which tends to get overlooked, being one of the earliest of the “serious” iOS apps. The macOS version is rapidly catching up, too.

You can try Keepmark or TagSpaces.
