list of single pane outliners for Windows

Sorry, I imagine this is a FAQ, but after quite a bit of searching around with not much success, I’d like to know if I’ve exhausted my options.
I know I like single pane outliners. Here is what I often use Ecco Pro for.
I write patents, and a lot of my writing is describing patent figures. I like to, in Ecco, paste an image of the figure as one outline item and then write the text beneath it. I do this for each figure. I add extra levels in so that I can then collapse text and/or images for each patent figure. Doing this in ecco, though, seems to bog ecco down, and on a few occasions ecco has bugged out and has reported OLE errors.
I’ve tried NoteMap but it won’t let you paste an image inline.
What other options for single pane outliners are there on Windows ?

There are not many choices of single-pane outliners in the PC world. I’m aware of two others, but I’m not sure you can (actually, I’m fairly sure you can’t) add images to them, but you might want to check them out.
Inspiration combines a single-pane outliner with a diagramming tool. Find it here:

SQLNotes allows you to do that.
I’m the developper of this Ecco inspired outliner (supporting both 1-pane and 2-pane outlining)
You can paste images in both the main rich-text outline (i.e. 1st pane) or in the rich text document pane (i.e. 2nd pane). Preview / printing / export allows you to combine both panes into a single document if desired (and retain support for collapsable sections)

1. You can paste graphics into Inspiration (http://www.inspiration.com), but I don’t think in line.
Here’s something I do that sometimes is helpful to me. I sometimes want to copy both text and graphics. If I don’t need to search the text, I sometimes will use a utility that will copy and paste my selection as a single graphic. Snagit may be the most famous of these utilities, but there are many. The one I use is FastStone Capture ver. 5.2. I use this version because it was freeware. The latest version is 6.0 and costs $19.95 for a lifetime license. It can capture part or all of a screen and even an entire Web page that is longer than the visible part on the screen. Very handy and very easy to use for capture and paste. Also has other features I don’t use much.
2. As I recently discovered, NoteMap has a serious problem. It’s almost certain that it will not be updated unless another company buys it.
3. I guess I should try SQL Notes, although being retired, I have little need for much power—-besides I’m now lazy.
