Have you tried Literary Machine?

Plaintext, tagging, Outline modes.

Have been playing with it for a few months to handle my documentation, procedures and creation of a disaster recovery manual (SysAdmin by day what can I say).

Also WordPerfect X3 is the editor of choice.
