Note-taking? I’m sure Manfred Kuehn would have something to say about that :)

But yes and no. The photo will only turn into an actual note if it becomes embedded into a meaningful system and some kind of a link is established between the digital image and the photographer’s mind (through a note-taking software, e.g. by being able to retrieve the note and situate it in relation to other notes in the system).

Sorry, can’t help but theorise about it… :)

It does remind me of what I do when I need to do some legal research these days.  I shoot photos of pages in the books I look at.  Then at home I run those photos through Omnipage 17.  It does a good job of deskewing the photos for purposes of OCR - though some manual massaging may be required. 

Back in law school days, we filled the copying machine full of nickels - or was it dimes - to get paper copies of cases we needed.
