Yes, TiddlyWiki CAN be an outliner. Check out here: http://visualtw.ouvaton.org/VisualTW.html

That’s an auto-indexing outline on the left.

I have switched to using VisualTW for my T1 wiki. It’s vastly better than Wikidot or Wordpress for the purposes for several reasons:
1. WYSIWYG editor with wikiwords interlinking (you will have to do some configging to make it work… post on this coming at cyborganize.org)
2. Super-fast, pretty, easy intuitive navigation removes mental resistance
3. Tabs across the top
4. Super-easy interlinking and tagging
5. Full HTML means you can embed files, movies, pics, etc.
6. Autosave to recover mistakes easily
7. Highly extensible, large community, easy to customize

Quite simply this is the best way to build up your complete body of interconnected longform knowledge. It’s a breeze and a pleasure to use. You’ll need to learn very little wiki markup and very little in the way of code hacking.

BUT

Don’t try to do all this unless you’re willing to screw around with it for a while, like half a day. I’ll write the guide and save you the trouble.

I’m about halfway through the article, in the mean time here are two outliner implementations of TiddlyWiki:

http://visualtw.ouvaton.org/VisualTW.html

http://www.giffmex.org/NoteStorm.html

NoteStorm is pretty cool and some people here might like it. Personally I decided to go the VisualTW route, and I’ll probably ditch or modify the left outline bar since it won’t scale too well.

Outlining is performed by tag hierarchy. To create tag hierarchy, just create a tiddler with the tag name and then tag it with the desired descendants. Pretty elegant solution!
