I am looking to edit .csv spreadsheet files.
Doing this in excel is driving me crazy.
For my needs, something very very simple would do. It would not just do, but probably do the best.
I use windows.
Any suggestions for contenders?

Are you using Excel 2007 or 2010? You might consider downgrading to Excel 2003. I find the ribbon interface works relatively well in Word, but if you're doing repetitive operations in Excel, it slows you down to the point of becoming frustrating. (2010 is marginally better because you can customize the ribbon.)
Depending on what type of data you're editing, TreeSheets may be something you find useful.

a long while back I used this:
CSV file editor, for Windows
http://csved.sjfrancke.nl/
I was quite happy with it.

I recommend GS-Calc or GS-Base. both at http://www.citadel5.com
GS-Calc is a typical spreadsheet, but small, easy to use, portable.
GS-Base is a database, that is very much like a database (but better filterung, search, report than a spreadsheet).
Both have very good import/export to CSV.
