I would use Evernote, as it would take the title and URL automatically from the site posting. I count three rather than four fields in your phrase above, so I expect that the fourth one is the date of the update, which Evernote would also fill in automatically -assuming that you create the note on the same day that you posted the update. You will only have to fill in the tags manually.

Evernote’s list view is just that; you can simply hide the note pane below. And the basic service which should be more than enough for your needs, is free.

This is something where Evernote is problematic. An alternative, very light on resources, would be Cintanotes. Don’t expect the above automisation though.
