Is EverNote still the best for tagged note taking

I would give EN a try.

For me, the key advantage of EN for the type of notes you’re describing is the speed of data entry as compared to the other options suggested (Ecco, InfoQ, Personal Brain).

If I get a phone call from an important contact, I don’t want to take the time to navigate to the right database or the right node of my outline, then fill out a bunch of forms, before I can start typing what is being said.  I want to hit a hot-key and start typing, which is what i can do with EN.— And unlike some other approaches that provide an “inbox” so you can “file later”, with En you really never have to take the time to file anything—you add a tag or two and you’re done. 

I use it for things similar to what you’re describing—notes from meetings and calls and research, all relating to a discrete set of contacts and topics, tagged with those contact and topic names.  It works great fror me.
