The free Personal Project Planner software developed at the University of Washington’s Keeping Found Things Found project may do what you are looking for.
It uses a very simple outline with a built-in template which can be easily modified to bring everything under one roof, so to speak.
To not be put off by thinking it is simplistic in its approach, and do take time to look at supporting site documents, download the software, and peruse the manual.
Simple, free, and effective.
