Tiddlywiki or other self-modifying single file outlined?

I did some googling on the status of Tiddlywiki as an outliner, as I like the idea of a self-modifying small single file option for specific projects (rather than as a full knowledge base).
Most of the hits were many years old and I got the idea that several people were working on integrating Outlining into Tiddlywiki, but I cannot figure out the “state of the art” as to now.
I also see that TW has a recent competitor in Feather.wiki which I have tried recently and liked, but it doesn’t seem to have any expand/collapse/hoist etc features built in. Feather wiki allows easy html customization and I might be able to get some outlining html or JavaScript code to work within it, but I am not an expert on that.
My question is generally this: does anyone have advice on state of the art free single file self-modifying code such as TW or FW that might lend itself to a dedicated outlining project that can easily be distributed as a single file?
I would prefer that it allow self-modification so I guess that means I am not so interested in all of the many programs that can export to html, unless it produces some killer-looking ouput.
I actually use Ecco (Eccoext) to output some fairly nice looking html code now, and that is part of what got me started thinking about this.
