I find that tagging in Outlinely and Bear work very differently: In Outlinely tagging works to separate out individual outline items from within a single document and it gives you the ability to quickly filter out those elements. (As does Workflowy.) Bear, on the other hand, lets you use in-text tags to identify documents and lets you quickly filter out all documents which share certain tags. Bear also lets you create sub-tags and highlight documents which share the same root-level tags. For this reason, and others, I find it useful to use both Outlinely and Bear. I use bear for long-form writing and quick notes, while I use Outlinely for brainstorming, lists, and organizing large chunks of text (such as reading notes) which need to be given structure. The one thing I really like about outlinely which I which Bear would support is the ability to quickly highlight text (using the ::text:: format). Unfortunately the Bear developers seem uninterested in adding any kind of highlighting features.
