No it isn’t; but prompted by your suggestion I found Epistle, a simple text editor supporting Markdown and direct sync via Dropbox (without needing to install Dropbox in Android which I want to avoid) http://lifehacker.com/5709405/epistle-is-androids-dropbox-note-sync

It is apparently modeled after HogBaySoftware’s PlainText iOS application.

Epistle seems to work OK overall, but has some trouble with accented characters (which I need). The developer is apparently working on this.
