Organizer with alarm clocks/deadlines not set by user but hinted by user to the program

Supermemo comes to mind for a specific need but I was wondering if there was a more general outliner that has the same capability?

I’m not referring to something very advanced. A simple anti-virus like “it’s been 30 days since you last opened the program so maybe you need to update it now?” but more for things like forgetting how to reformat an operating system and refreshing your memory by reading a guide or a program that basically tells you here’s how long you haven’t been adding learning

related task and maybe you should start doing

I think the problem with alarms is that you have to add the time, not the content and most of productivity problems I end up realizing are more disaster related when you let things go instead of time passing by and the flaw with goal trackers is that you end up tracking the program that sets the goals rather than the goals themselves. I have found ways to offset these a bit by mainly adopting a bookmarking mindset to data but if I leave my software for a while and then come back to it, I found I have to reintegrate myself to the mindset I had when I was organizing the contents of that software from when I last modified it.
