What outliner today for Windows?

What outliner should I use for Windows today (98 and 2KPro). Frankly, I can’t justify the cost of Frontier.

In the very old days, I used Grandview (and PC Outline before that), and my wife still uses it! In fact, this question is mainly for her benefit, though I’d be ecstatic to have one too.
