Radio Userland as an outliner

A question to Dave Winer:

I’m wondering whether there is any prospect that you would be prepared to create a Windows program specifically for outlining - using the core of the Radio Userland program?  If there was the addition of the ability to import and export common outliner file types, .RTF files with heading-level formatting and web pages with an outlining structure and Radio Userland could apply outliner-style numbering systems then I think it would be a really useful program for outlining.

However, given its complicated start up (trying to access the web etc.) and the lack of the functionality described above I think Radio Userland (as is) is unlikely to take off as an outliner.
