Acta is available right now for Windows as DayToDay Notepad at http://www.daytoday.com. I contacted David Dunham about nine months ago and found him unreceptive to releasing Acta or any versions he had ownership of, and ended up tracking down DayToDay on my own via a search engine.

DayToDay Notepad appears to be exactly the same product as the Mac version I loved. The Windows version is a little out of date (8.3 filenames only), but works well - simple and fast.
