XML represents a generic structure / file format; OML and OPML (see link at the left in this website) are specific sub-formats designed for outliners. As such, the latter are indeed standards, albeit rather limited in scope and acceptance.

I haven’t tried it yet, but UR should indeed be able to import Evernote’s OML, as a sub-format of XML, though not the other way around.
