I used something called FileNotes years ago. Its main feature was the ability to add a note to a file. If I recall correctly, the version I had would not work properly with an OS upgrade and the price wanted for an update of FN to a version that would work with the OS upgrade was the same as buying it for the first time. So I said “good-by” to it.
