I am bit out of date with it now, but have you looked at Infoselect.

I used it for a couple of years, and although it wouldn’t be my choice today, it may suit your needs.

However, if you look back through recent posts here, where people were talking about the programs they used on a daily basis, everyone was using a suite of programs to acheive their outlining and info managment needs.
