FWIW, my answer to your question “What is it that makes ADM have [only] a quasi-outlining capability,” I’d say a) the inability to apply styles to the hierarchy and b) the inability to apply varied or even conventional numbering schemes. The first has come to be and the second has always been fairly central to outlining.
