No, it doesn’t have any built-in support for Undo, and that’s why you don’t see it in most simple outliners based on the standard tree control.

Undo isn’t too hard to implement, however, using a stack and a set of operations each of which has an inverse.

But enough about programming.  This is a fascinating thread about the relative merits of one- vs. two-paned outliners!  I tend to agree with the idea that single-pane outliners are better for writing continuous documents, and multi-pane outliners for storing discrete chunks of information.
