I wonder if people think the reverse is true: every calendaring program should have an attached information manager.

This is the road to bloat. Why not email? That’s not hypothetical; it may be the most popular request on the UR forum.

What’s not clear is who you are asking this of? Every developer? There is no valid market for information managers without a calendar?

Milenix has precisely the correct idea on this. Those who need calendaring functionality can pay for it. They’ll provide the interoperability. Why should I subsidize your calendaring needs? Milenix understands that there are distinct markets for each, as well as a market for combined functionality.
