I would also recommend BrainStorm very highly. In fact, it is perfect for exactly the kind of work you describe. I use it continually to start projects, think them through, and organize the process. If you are unfamiliar with BrainStorm, you may not recognize it as an outliner at first. It has a deceptively simple looking interface, and packs few frills… but it is very powerful.

While BrainStorm is great for organizing a project, I don’t think it is a strong tool for managing a project… that is capturing lots of various kinds of data, and reporting.
