NoteMap does allow alphabetical sorting, forwards and backwards, by choosing either the parent heading or the siblings to be alphabetized or their parent headings.

NoteMap does NOT support cloning. The Windows programs that I am aware of that do support cloning are ADM (2 or 3 beta), Millinex’s MyInfo, and BrainStormSW’s BrainStorm.

I have recently looked at MyInfo, and I think it may be the best outliner around for under $50. (It might be instructive to compare its functions to the $250 InfoSelect, one program I haven’t tried.) At a price of only $35, MyInfo offers cloning, columns, discontiguous selection of topics and operations thereto (effectively, mark and gather), and tables inside notes. Although it is built like a free form database, its outlining functions are superior to most pure outliners, but perhaps not as accessible.
