I’ve used Clarisworks/Appleworks for a good six years now, and the outlining very often. Yes, there are workarounds to some key things (for Hoist, just highlight the top heading, and drag to another window). But it’s just awkward enough that it doesn’t work as smoothly or powerfully as MORE. Wish it did.
