Anyone want to collaborate on free entry level outliner

There are quite a few free ‘tree’-style outliners around, but I haven’t come across a free entry-level windows program for outlining within a document. (Dave’s Radio program is probably as close as you get - but it’s not very convenient to use specifically as an outliner.)

I’m wondering if there are any programers out there who would like to collaborate to develop a good basic model that can be used by free entry level programs??
