What about GrandView

I never actually used an ThinkTank, but I did get a copy of GrandView back in about 1992. I thought of it today because a guy was showing me Q&A (also by Symantec) and I suddenly remembered it. God, I wish they had released a Windows version of it, because I would probably still be using it today.

I searched for “outliner” on Google and found you guys. There was something else listed that looked like it works with outlines using XML as its storage format. This would be awesome. XML is a perfect fit for this kind of duty - completely non-relational data, organized for transfer and communication. With a proper DTD, it would be a snap. Oh, to have the time to do this!
