There are two other (commercial) outliners for Pocket PC.  Brand new is OutALine by Developer One:  http://www.developerone.com/pocketpc/outaline/

The one that I use is ListPro by Ilium Software:

Entering outline levels is a bit more cumbersome than on OutALine
but Listpro offers two major advantages.  First, you can cross-reference and filter by categories - a la Ecco or Grandview.  You can even attach long notes to each outline that are visible simultaneously in a second window.  Second,if you buy their desktop version of Listpro you can create outlines on your PC as well and swap them back and forth with your PocketPC.  While I would never use Listpro as my primary outliner on a PC (am currently using Inspiration 6.0), it does offer a nice alternative if you want to use your Pocket PC intensively as an outliner.
