Can you recommend an outliner / project planner that works on Windows, iPad and Android, and has offline mode ? Preferably free / low cost

Hi all,

I used a number of tools to manage information / tasks, unfortunately there’s not a single one that works cross platform and allows easy access on different computers / devices. I want to be able to work on my projects accross my work computer, home PC, iPad, and an Android phone, and have it available while offline (as I am often in areas which have no internet connection or a very restricted one).

ListPro - great potential, no Android client, no real way to export data from iOS (their wireless sync only works locally on computers connected to the same Wifi)

Word Outline mode - not supported outside of Windows (there’s a way to use it on iOS but it requires a full time internet connection)

OneNote - stupidly insists on using OneDrive (and only OneDrive) for sync. The problem is, OneDrive is blocked at many large companies (which MS should be aware of). Also, no way to export the info outside of iOS client. The Android is even worse.

FreeMind / Freeplane - another excellent software that works in both MindMapping format and has an Outliner mode. Unfortunately, there’s no easy way to use it on iOS or Android. There’s an iThought app but it’s pricey and AFAIK has no Android client.

Springpad - no ability to create hierarchical tasks

Evernote - no real way to do outlines, blocked at work, offline mode requires a premium subscription.

So, is there ANY program that (1) has basic outlining and task tracking function, (2) works with offline files (e.g. shared via Google Drive) as opposed to needing a full time cloud access, (3) is cross platform, and (4) doesn’t cost an arm and a leg ?

EssentialPim - is not free if you need syncing but has both iOS and Android clients and can run from a usb drive.  The lite version is free. (I use the lite version, still debating buying the full program.)
