I don’t think anyone is under the impression that NoteMap is a powerful outliner. My most basic objection remains that it is limited to nine levels. The absence of real body text is a distant second.

While someone using NoteMap for analysis—what I mainly look to an outliner for—won’t be overwhelmed by NoteMap, writers who look to an outliner as a fast way of organizing the headings of a long or even book-length document might have more reason to be excited. At least they might have a couple years ago, when NoteMap was last revised. One thing attractive for writers is the complete absence of bugs. (I distinguish here the sort of thing that causes a system error from a design defect.) Another must-have for some writers is a high degree of customizability of keyboard commands. NoteMap is very strong in this regard, although not as strong incidentally, as the outliner in Achieve Planner, which is totally customizable.
